Project Overview

North East Link is the largest road transport project in Victoria’s history, closing the missing link between the M80 Ring Road and the Eastern Freeway. The project includes Victoria’s longest twin road tunnels, several major bridges, Melbourne’s first dedicated busway, and more than 25km of new and upgraded walking and cycling links. The Primary Package was procured as a public private partnership — the largest in Australian history — and awarded to the Spark Consortium in October 2021

ECS Scope of Work

ECS supported the Spark Consortium during the competitive bid phase, delivering end-to-end estimating services across both Primary and Secondary Packages, leading a team of 18 estimators.

ECS led estimate production across tunnelling, services, and general road and infrastructure works. The bid ran over many months of design review and contractual assessment, with pricing developed and revised as the design matured. The scale of the project meant multiple concurrent working fronts, extensive interfaces with existing assets, services and stakeholders, and pricing that had to hold together across disciplines while remaining traceable.

Spark was named preferred bidder by the Victorian Government in June 2021 and reached contractual close in October that year.
