Project Description

The Toowoomba to Warwick Pipeline is a Queensland Government drought resilience project delivered by Seqwater. The approximately 111km, pipeline will transfer raw water from Wivenhoe Dam, via existing Toowoomba Regional Council infrastructure, south towards Warwick. In March 2026 the Queensland Government confirmed a two-stage delivery, with stage one running to Greenmount and providing a permanent supply to Nobby, Cambooya, Greenmount and Clifton. Beyond the pipeline itself the scheme includes reservoirs, balance tanks, pump stations and offtakes along a long rural corridor.

ECS Scope of Work

ECS has supported Seqwater’s project team on the Toowoomba to Warwick Pipeline from early planning through to construction.

Our involvement began with route and option studies, where comparative cost models informed alignment and material decisions. Through detailed design we prepared and updated the capital cost estimate at each design stage, covering both construction and owner’s costs, and reconciled each revision so the project team could see what had changed and why. Alongside the estimates, ECS reviewed construction methodology, staging and programme, and prepared risk and contingency assessments to support the project’s cost position.

ECS continues to provide cost advisory support as the project moves into delivery.
